Liberstad was established in Marnardal Municipality, Norway on June 1st 2017 and have now been under development for over 2 years. We have invested large amounts of money in construction machinery and equipment and we now have most of the machines, equipment and tools we need to continue the development and construction of Liberstad.
While previous rounds was arranged as sales, we are changing towards an reservation model. There are a few reasons for this, but mainly to simplify the paperwork required.
Additionally the reservations must be made with City Coin (CITY), while previous rounds was open for both fiat and different crypto-currencies. This is both to simplify the process, and to promote additional use of CITY, which is the preferred means of payment in Liberstad.
Over 120 people from 33 countries has already bought plots in Liberstad, and this additional reservation is for an expansion announced in this blog post.
There is a limited amount of 50 decares (50k sqm) of land available for reservation and we have also set a minimum limit of 1 decare (1000 sqm) and a maximum limit of 5 decare (5000 sqm) per reservation.
The reservation price is 50 000 CITY per 1000 sqm of land which is 1/3 of the full purchasing price
The reserved plots is expected to be ready for sectioning and development by 2023 or sooner.
Once the plots are ready for sectioning and development you can purchase your reserved plot by paying the reaming amount according to your reservation agreement.
After full payment has been made for your plot you will receive a purchasing contract and a private deed issued by Liberstad Drift AS.
If you wish to cancel your reservation you can do so at any time and receive a full refund of your reservation deposit.

About the plots
The plots will in the beginning be rezoned for recreational use meaning that there is no obligation to live in Liberstad permanently or even start construction within a given time-frame. You can keep your plot as is for as long as you wish and just have it as an investment, or you can build a cabin or house on your plot as soon as the plot is transferred to you.
The plots are sold as freehold land meaning that once the plot has been transferred to you with a new contract and deed with specified property boundaries, you are the exclusive owner of the plot and can rent out, resell and transfer the plot to others.
The plots will be partitioned of the main property and transferred to buyers after we have completed the sectioning and allocation of the first 123 plots that was sold in the first and second pre-sale. We can not give a guaranteed time-frame for when this process is completed as much of the process is in the hands of the local government who is in charge of processing and approving the rezoning plans. But we do expect the reserved plots to be ready for sectioning, allocation and development by 2023

When the rezoning plans for the housing/cabin district has been completed we will provide a map over the different areas where you can choose your plot in order to your reservation number. Each reservation has a unique number that shows your number in line for choosing your plot.

You can still use the cabin or house all year, but you can not register the plot as a permanent residency. Liberstad will in the first years of development be a tourist- and vacation town for voluntaryist, anarcho-capitalist, libertarians and other freedom loving people who respect the non-aggression principle and who want to contribute and take part in the development of Norway's first private city.
The plots and homes can be rezoned at a later stage when the infrastructure is sufficiently developed and approved for full year permanent settlement. There is however no requirement to live in Liberstad permanently and you can use your house or cabin as a holiday home for as long as you wish.

There is plenty of water in Norway and getting water to your plot is not a big issue. Depending on how much water you plan to use depends on what type of system you need. The easiest and cheapest way is to use roof-water and have separated tanks for drinking and cleaning water.
Another way is to drill through the bedrock and make a drilling hole well. This can be done alone or together with neighbors to split the costs. A drilling-hole well with pump and filtration-system usually cost around 50 000 kroner (6 300 USD or 5 300 EUR)

It will not be allowed to release sewage (black-water) on your plot. The option you have in the beginning is to have a closed septic-tank, a composting-toilet or an incineration-toilet. Liberstad Drift AS will in the future develop a complete water and sewage system with waste-water treatment-plant but this will not be ready in the first couple of years. It will also be optional to connect to Liberstads sewage system and if you already have an approved and functional wastewater system on your plot there is no obligation to connect to the public system in Liberstad.

We can not guarantee the quality of the roads in the beginning but they will be built to withstand normal car traffic in addition to trucks that deliver goods to the sites. The road will not be paved until most of the plots are fully developed to avoid driving with excavators and construction machines on the asphalt. Until then the road will be covered by road gravel.

Liberstad Drift AS will provide security service on all common areas in Liberstad. Liberstads own security guards will make sure that Liberstad is a safe and private community. The security guards will not enforce any laws, but only ensure peace and order and that residents and visitors follow Liberstad's code of conduct.
In case where a crime has been committed that violates someones natural rights to life liberty or property it will be turned over to the Norwegian police. For us to be allowed to have a legal security service in Liberstad we have to have a licens from the local police department and we will cooperate with the Norwegian police when dealing with serious crime.

The housing district will be a completely privat district where tourists and uninvited visitors are not allowed. This is to make sure that unwanted visitors with bad intention does not have access to the housing district so that the residents can feel safe at all times.
We also want to provide a higher degree of privacy for the residents of Liberstad than what is possible in ordinary public housing areas. We will make sure that no government officials can enter the housing district without prior notice to Liberstads security service and provide a good reason for why they wish to enter the premises.
Government officials and workers will not, in principle, have access to any part of Liberstad but there are some we can not deny access to such as construction-inspector, food safety inspector etc. But these will not have any reason to enter the housing district and most of their business will be in the tourist-district and central-district.
